Library Workers Say It's Not Too Late To Save Branch Locations

The Rockford Public Library workers put out a list of alternatives to layoffs and the closure of two library locations that serve the south and west sides of the city.

The Rock River and Rockton Centre library branches will close permanently by the end of the year and lay off eight employees. Janella Harper Herbig is president of the union representing the library workers Local 3350. She says there are a number of common sense solutions that would address the budget shortfall without laying off staff.

The Northern Illinois University Board of Trustees voted unanimously in favor of a collective bargaining agreement Thursday with AFSCME Local 1890.

The five-year contract provides union members an immediate 3% wage raise and various job-related protections. Barbara Andree is President of the NIU Operating Staff Council. She says the agreement makes up for stagnant clerical worker pay.

Dozens of state employee union members and Northern Illinois University employees protested Monday on the DeKalb campus.

They came in support of a fair initial contract between AFSCME and NIU. Protestors marched in the turn-around outside Altgeld Hall on campus.

AFSCME members have been negotiating with NIU officials since February 2016. Since then, union members filed unfair labor practice charges against NIU and recently won a case regarding parking pass rate increases.

A state employee union plans to seek an enforcement hearing against Northern Illinois University regarding a parking pass rate increase.

The Illinois Educational Labor Relations Board ruled in September that NIU raised parking pass prices in 2016 without bargaining with the union. The IELRB also ruled that NIU should reimburse more than 600 clerical, paraprofessional and administrative employees $38 each plus interest.

A 3-percent pay increase for Northern Illinois University faculty and staff was approved this morning by the NIU Board of Trustees, which then voted to extend the raise to employees in union bargaining units that still are negotiating contracts but have signed off on the increase.

NIU Acting President Lisa Freeman recommended the increase in her State of the University address last month for all NIU employees hired before Jan. 1, 2017.

State-employee union officials say they’re concerned about the recent news of planned wage increases for some Northern Illinois University employees. 

The three-percent wage hike would apply only to NIU employees who are not in an open contract with a bargaining unit. There are about a dozen such contracts including faculty, civil service employees and food service workers.

Northern Illinois University was ordered to stop changing parking fees for union members without bargaining and refund the fee changes. 

That’s according to the Illinois Educational Labor Relations Board. They ruled Thursday that NIU raised parking pass prices in 2016 without bargaining with AFSCME-member employees.

More than 600 clerical, paraprofessional and administrative employees should be reimbursed $38 each plus interest, the board ruled.

An Illinois state labor board has ruled that its General Counsel should side with a Northern Illinois University employee union regarding the raise of parking pass prices. But the office says it’s not the final word on the case.

The Illinois Educational Labor Relations Board office says the legally-binding decision is expected to come later next month.

NIU raised the price of parking permits by $19 in July 2016. That was after NIU and the newly-formed AFSCME bargaining unit – which includes clerical and administrative professionals – entered negotiations in February 2016.

A state employee union has filed a new charge against Northern Illinois University for not bargaining in good faith.

The AFSCME Council 31 charges that NIU refused to bargain with the newly certified unit over mandatory subjects like holidays and sick time. AFSCME spokeswoman Sara Dorner says NIU suggested that the bargaining unit should withdraw proposals for language that appears in the university’s contracts with its other two units.

Northern Illinois University may have to reimburse some of its union-member employees for a parking pass fee increase. That’s if the Illinois Educational Labor Relations Board sides with AFSCME in a final ruling.

NIU raised its parking prices by $19 as of July 2016. At the time, the university had been negotiating a first contract with a new bargaining unit of the state employee union since February 2016, according to IELRB documents.
