The Winnebago County Zoning Board of Appeals voted 2-2 regarding a special use permit request for an asphalt plant at Black's Quarry near Rockton.
The Rockford Register-Star reports it comes after testimony by residents over the past two months. They worry the project, sought by Northern Illinois Service Co. of Rockford, will affect their health, property values, and the environment.
The vote was tied, but it results in them sending an unfavorable recommendation to the full County Board. However, the same body voted unanimously to change the zoning of Black's Quarry from agricultural to industrial.
