Owen Carter was born and raised in Rockford, and he is proud to call that city home.
After graduating from Jefferson High School, he enlisted in the U.S. Navy and served for 10 years, including deployments to Kosovo and Iraq. While in the Navy, he earned his Associate and Bachelor’s Degrees in Political Science: Public Law.
After his Navy service, Owen returned to Rockford. He worked on several political campaigns and networked in the social service field. Later he supervised the rehabilitation of numerous historical homes and properties in Rockford. He also was a property manager for several Rockford Housing Authority sites throughout.
In 2008, he became Rockford’s Community Action Coordinator, serving both Boone and Winnebago counties. He earned accreditation as a Community Action Professional and a Public Manager. Owen and his staff work with state and federal grants to help people in need.
Owen is married and a proud father of two perfect boys.
