Illinois Senate Passes Leadership Term Limits

The Illinois Senate voted to limit how long a member can serve as president or minority leader.

 

Effective immediately, anyone in either position is required to step down after 10 years. It’s part of a flurry of proposals from Senate President John Cullerton and Minority Leader Christine Radogno.  She says they're meant to break Illinois’ 18-month budget stalemate.

 

“We have a tremendous opportunity to begin moving Illinois past the financial impasse that has hovered over this capitol for far, far too long," she said.

 

Radogno and Cullerton’s plans would also raise income taxes, and they touch on some Republican pro-business priorities. This is while talks between House Speaker Mike Madigan and Governor Bruce Rauner remain stalled.

Rauner made term limits for all state lawmakers a condition for negotiating a budget. The Senate rule does not affect how long someone can remain a senator or state representative, as that would require voters to change the Illinois Constitution.
