AFSCME Members Seek Enforcement Hearing After Parking Pass Rate Increase Ruling

A state employee union plans to seek an enforcement hearing against Northern Illinois University regarding a parking pass rate increase.

The Illinois Educational Labor Relations Board ruled in September that NIU raised parking pass prices in 2016 without bargaining with the union. The IELRB also ruled that NIU should reimburse more than 600 clerical, paraprofessional and administrative employees $38 each plus interest.

AFSCME spokeswoman Sara Dorner says the board never received any appeal from NIU by last month’s deadline, nor has there been any compliance. She says the union wants the enforcement hearing so members can testify that they were not reimbursed their increased parking fees.

“And then the university will have a chance to either rebut that and say that they somehow have done that and maybe we just haven’t gotten it,” Dorner said, “or the board will likely tell them, ‘You have to follow through and do it.’”

NIU officials say the university chose not to appeal the ruling, but it’s unclear if representatives submitted the compliance plan.
